"The City of San Jose, Department of Planning, Building, and Code Enforcement (PBCE) – Local Enforcement Agency (LEA), began using the EnvisionConnect field inspection program and data-management services in early 2009.

The City LEA selected Decade Software’s EnvisionConnect data management software as the result of a competitive selection to achieve the following:

• Reduce the IT cost for document/data management;
• Expand document management capacity while reducing file-space;
• Increase document management integrity, and security of transmission;
• Convert to electronic data management and inspection reporting;
• Increase staffing efficiency for: IT – data management, field inspections and clerical support;
• Increase inspection staff accountability;
• Preserve compatibility with the existing City PC-OS;
• Insure ‘forward-compatibility’ with California State IT systems for mandated data reporting.
• Maximize leveraged cost/benefit from ongoing program development resulting from shared development by a large CA user community.

The Right Choice

Our previous data management systems were very expensive to develop and maintain, slow to come online, and quickly obsolete. Time has proven that EnvisionConnect has been an excellent choice for meeting or exceeding our selection goals. For instance:

• Because EnvisionConnect has a very intuitive and user-friendly interface with robust-reliability, it proved to be a very cost effective “hit-the-ground-running” inspection program and data management service.
• EnvisionConnect increased our inspection/staffing efficiency and greater time-accountability, with fewer inputs for program staff, even though our inventory has increased substantially.
• Decade continuously refines the product in response to client needs and in pace with evolutionary changes in the State IT/data coding.
• Technical support is very responsive and very efficient/effective.
• The Department’s transition to EnvisionConnect was comparatively painless – the configuration period was short (40-hrs) and the product did not require a long development period as with similar products.
